What I cannot understand is that the meeting of CaRT was called the Public Annual Meeting, but I read that there were 80 people present, and all guests.

If the meeting was attended by 80 guests, that infers of course that they were invited, how could it possibly be public?  I keep up with waterway matters, but I knew nothing about it, and I did not see it advertised in the CaRT monthly newsletter, that is always praising the things CaRT does.

If there was no public there, only guests, as inferred, then it should not have been called a public meeting.  Though I can understand why the public would not be wanted, as I attended a couple of those 'Meet the People' discussions with Parry, where he had a bit of a rough ride, and I understand they are no longer held.
