Clean-up costs should be met by the company

The clean-up costs of the cyanide spill should be covered by the company that spilt it and/or their insurers. It should cost CaRT next to nothing to restore the canals back to the same condition it was before this incident!
Getting quotes from clean up companies
What they should be doing is getting quotes from clean up companies and then claiming the cost from the guilty company and their insurers. Or is that what they are doing and also trying to fool us into thinking that they will have to pay for it themselves and asking the public to cover the cost?
We licence payers shouldn't be saddled with paying to clean-up someone else's cock-up. CaRT jump on boaters quick enough to pay-up when there's an incident!
It should be the same for external agencies. If they pollute it then they should be made to pay to clean it up in full!
