Unless it has recently changed, the BSS examination does not cover the condition of the hull, that is why people have surveys. Maybe the BSS inspector was experienced in boaty things and made an observation that the hull looked in bad condition. If a failure was issued on the grounds of the hull then a complaint should be made to the BSS office, not that it will do much good according to reports of their reaction to incorrect failures.
I also fear the statement about the gas system may not be all it seems. Yes, gas systems can leak as they age or when a fitting works loose, and the taps on appliances, especially cookers can dry out and leak until they are regressed with special gas tap grease, but the needing total replacement to rectify it I find very difficult to understand.
Also, many people new to boating do not seem to know that the gas regulator and any flexible gas hoses have a life and should be replaced when the life is up, before there is an accident.
Whilst I feel very sorry for her experience, I can't help thinking that she was 'seen coming' twice, once by the vendor and again by whoever advised the whole gas system needed replacing.
