Scots approve of BSS

THE result of a consultation concerning the Boat Safety Scheme, (BSS) released today (Monday)  is that the majority of boaters in Scotland approve of the scheme.

It is not only fit for purpose but widely supported by the majority of users, according to the latest consultation carried out by Scottish Canals.

Minimises risks

The consultation, which closed on December 20th 2012, invited feedback on the existing Boat Safety Scheme and how effectively it minimises the risks to waterway visitors, staff and adjacent property caused by the condition, equipment and use of boats.

Comments were invited from Scottish Canals' long term berth holders, commercial operators, the Royal Yachting Association the British Marine Federation, the BSS itself and its examiners.

Results

The results, show that an overwhelming majority—some 91%—of respondents support the Scheme. Of this figure, 32% fully support the Scheme with no changes and a further 43% of respondents are supportive but also have positive suggestions for improving the Scheme. A further 16% are in favour of a safety scheme in general with only 8% of respondents against any form of safety scheme.

As a result of the findings, Scottish Canals will remain part of the Scheme whilst reviewing the suggestions for improvement. Any resulting changes will be publicised before they are put in place.

Steve Dunlop, Chief Executive, Scottish Canals, explained:

"We are absolutely delighted with these results as they demonstrate that the vast majority of boat users take safety very seriously and recognise the importance of our waterways being used in a responsible manner.

"Given the overwhelming support for the Boat Safety Scheme, we will continue to be part of it but we will work with the Scheme to investigate all the suggestions that have been made and identify those which will make any improvements."

Four years

As most boaters are aware, the BSS examination and BSS certificates have a life span of four years. Navigation authorities using the Scheme usually require a valid BSS certificate at the time of licensing, registration, toll renewal or similar. The certificate is issued to a boat that is found to be compliant with all the BSS requirements relevant for that boat.
