Why does road traffic get priority?

THERE is little doubt that when a swing bridge fails it is locked against the boaters.

With David Hargreaves writing:

How is it that every time a swing bridge fails it always fails with the road traffic able to use the bridge and the canal user unable to.

Be more urgency

Perhaps if the bridge failed with the road users stranded then there would then be a bit more urgency in finding the root cause of the problem instead of temporary fixes.
