Why a six part tender process?

CONCERNING 'Another contractor and a 10 years plan from the trust', I have some questions, writes Roger Fox.

Why did it take a six part tender process to find the winners. I am aware of two and three part tenders, but six?

The early stage

Perhaps the early stage included a canal awareness questionnaire?

You know the sort of thing: What is a canal? How does a lock work? Do you have a wide variety of tools readily available? Can you work with spectators who know more about how to do your work than you do? What is a gongoozler? Would you prefer to tie a boat up with a sort piece of blue string or a real rope? Is your workforce good at brewing tea, and frequently? Do you understand deadlines?
