Why a year to repair?

I REALLY have to ask why is it going to take a year to repair the damage to the small flight on the Calder & Hebble, T. Lang writes.

This was confirmed by CaRT who said of the damage to the Figure of Three locks 'our initial estimates are this may take up to a period of 12 months'.

Closed for 'foreseeable future

This was caused it told by Storm Ciara that swept across the country on Sunday 10th February and will close the navigation for the foreseeable future.

I should imagine that the three locks were initially built in less time, so like, I am sure many others, wonder why a repair should take so long?  We were not given any explanation of the damage that I find rather suspicious.

Addendum:

I am very sorry but had a 'brain lapse' as having worked the locks needing that special wooden pole, I simply forgot there are only two locks.  I apologise to all for my lapse.
