Where does management lie?

TONY Dunkley being denied access to the Meadow Lane Wharf on the Trent, by Stuart Garner of CaRT's enforcement team, the wharf on which his commercial boat was moored has raised a question for me, writes Pam Pickett.

The boat to which I refer is as I've said a commercial boat, laid up on a commercial wharf, on a commercial waterway, the Trent.

Remit of the manager

It is my understanding that a commercial wharf such as this comes under the direct remit of the Manager of the East Midlands Navigations, Sean McGinley, also based in the Newark office, but not under the remit of CaRT's enforcement team, whose responsibility as I understand it lies with leisure moorings.

However, given that it was subsequently found that Sean McGinley had absolutely no knowledge whatsoever of a call having been made by Stuart Garner to Mike Coates of CaRT's estate office with a request to deny access to this commercial boat, a question surely arises.

Authorised?

Was Enforcement Officer Stuart Garner acting beyond his brief, or is it that CaRT's enforcement team is authorised to bypass Sean McGinley, Manager of the East Midlands Navigations when making decisions of this nature?

Given the content here I think the trust has a necessity to clarify?
