Will consultation include efficiency and costs of contractors?

 AS AN ex-boater (partly due to rising costs), writes Brian Cavill,

I would be interested in knowing if the coming questionnaire includes efficiency and costs of contractors?

A smoke screen?

Can't help thinking this is just a 'smoke screen' to hide their increased costs due to the now higher costs of using contractors.

Anyone who has worked in Industry for enough years knows that on paper they invariably look like a cheaper option, but often turn out to be more expensive than using your own staff!

Also my guess is that its a 'softening of the blow' for the inevitable escalation of the licence fee!
