With regards to cyclists speeding along the towpath, there is of course a simple answer to the problem.

Boaters are subject to a 4mph speed limit which can be even slower in places.

So subject all canal users whether on the water or the towpath to a 4mph speed limit, basically walking speed.

So if a cyclist is passing anyone walking in the same direction they are riding in,they are speeding.

Put signs up warning cyclists of this rule and speed humps where needed, paid for by Sustrans. Simple.
