Regarding the art installation on the Oxford, the canal at that point is probably wide enough to accommodate the spires.
However the towpath is not in the best of repair (surprise, surprise). If 10,000 people (as suggested by the artist) do attend the installation what is British Waterways doing to stop people ending up in the canal and possibly being sued again because of Health & Safety issues?
Especially over the busy Bank Holiday weekend when there is also a music festival in Braunston?
To reclaim some of the costs perhaps British Waterways could consider, with a little adaptation, and consideration towards recycling, using the spires as traffic cones following this rather ill considered event.
