Email: Unlicenced boats

Having just read the BW statement that 95.1% of boats are now licenced—confirmed by the Annual Boat Survey, I would like to ask the question:

How was the survey accurate when there are many unlicenced boats that do not display a registration number or name?

Are they saying that these are included in the 4.9%. I would like to have the actual number of unlicenced boats, not a percentage please. Why, because we have just travelled from the top lock in Stoke Bruerne to Yardley Gobion and we passed six unlicensed, unregistered boats.
