Definition of a highway

I WONDER what the true definition of a highway is? Asks Brian Cavill.

Could an access between adjacent fields across a canal be considered as one? I am sure the cows would think so!

Whilst taking an exploratory walk down the Montgomery yesterday I noticed one such crossing after School House Bridge and before Llanymynech.

How to traverse canal

I have yet to see published how the afore-mentioned cows are to traverse the canal at this point. I know wilder-beast cross vast rivers in Africa but this might be beyond our cosseted domestic livestock!

Also can someone tell us why boats can't access the newly watered section, especially as there are many mooring rings and a generous turn?
