Then came the excuse...

IT WAS last Monday the 6th February when Canal & River Trust put back another of its winter works.

Again using the reason 'delays to other winter works'.  But a week later, the East Yorkshire team thought this did not sound so good so today (Monday) it comes up with another reason/excuse.

Open a few hours a day

It now tells that Lock 8. and Lock 9 too, have been' tampered with overnight' and that they can only be open a few hours a day,

Of course it forgets to mention that Lock 8 leaks so badly that, if the navigation was fully open, it would drain the pound—what in fact the cancelled winter work was supposed to rectify, and the 'tampered with overnight' being treated by boaters as nothing more than the latest joke from the team!
