Why not fix it in one go?

THE contractors attending to a broken paddle are draining a canal to 'investigate the issue further and assist with planning the required repairs'.
This is the result of a broken ground paddle on Newlay Top Lock on the Leeds & Liverpool, but surely they must know how to repair a broken paddle by now, so why drain the waterway to 'investigate the issue further and assist with planning the required repairs'? Keith Gudgin asks.
Dragging it out
Instead, the contractors are obviously dragging it out, spending time and costing money inserting a dam and draining the waterway, then coming back for another session later, instead of attempting it all at one go.
Just get on with it as British Waterways would have done.
