CaRT blaming government guidelines or not closing towpaths!

A BOATER who contacted Canal & River Trust by Twitter yesterday complaining about towpaths still being open was told:

'We are unable to close the towpaths under current guidelines by the government.  We are asking everyone to be mindful of individuals living on boats, avoiding stretches where boats are moored against the towpath.  I have reported this to the local team'.

To which Amy Dickerson responds: 

So according to CaRT it's the government preventing them closing the towpaths.  Any excuse will do—transfer the blame where, in this case, it does not belong.

CaRT, you are useless at protecting boaters.  You take our money even though we cannot move, you allow house dwellers to flood onto the towpaths putting boater's lives at risk.  CaRT you do not care about the welfare of boaters.

Stop sitting in you Ivory Tower, deflecting the blame away from you, get out there and physically close the towpaths with barriers now.
