Do they contribute?

The petition drawn up by The National Bargee Travellers Association in opposition to CaRT's enforcement of continuous cruising rules states:

‘Many boat dwellers work locally and some are key workers. Many require access to local services such as health care and schools'

To take just schools as an example:

Do these key workers without a mooring who have children at local schools contribute financially to the running of the school by paying council tax?
