That intriging wording

I SUSPECT that what is behind the somewhat intriguing wording (Discarded) lies in the issue that CaRT cannot always remove an item that is in the canal, writes Mike Todd.

This most frequently is a sunken boat—but they have first to give the owners the opportunity to salvage it for themselves. More importantly, it is then done at the owners expense.

Damages claim

Premature action by CaRT, unless justified on the grounds of obstruction, which I believe gives them immediate, but limited powers, could lead to it undertaking unnecessary expense and potentially a damages claim from the owner.

Hence, in this case, [discarded car in the canal] the note implies that CaRT have reached the point at which it can take unilateral action to remove the car, not just make the situation safe and navigable.
