Millions to open a mile-long loop

I don't see how spending £1.8 million on that fancy Carpenters Road Lock, just to open up a mile long loop, that no one will use is a good use of money.

There is a perfectly good route along Limehouse Cut to the Lee Navigation, without using the loop, that in any case I understand will take ten years to complete, at no one knows what cost.  What a waste.
