May I have the opportunity to comment on the anti CaRT rhetoric 'A Rotten Apple'. Ralph Freeman's article accusing the enforcement officer of intimidation is more interesting because of what it does not say.

Whilst it is accepted that on this occasion the enforcement officer may have been in the wrong, it's possible that this particular boater has a history of overstaying in the area concerned, as a consequence 'is well known' to enforcement personnel.

It follows that enforcement officers are interested solely in boaters that selfishly ignore mooring rules to the detriment of others. Officers I have met over the years have been courteous and extremely fair and reasonable in allowing temporary overstays when there has been a genuine problem.

Perhaps Mr Freeman could give the readership detailed background which may reveal why this particular boater is seemingly on the enforcing officer's radar? Then we readers can decide if the officer is being over zealous or simply doing his/her job by 'moving on' a 'continuous moorer' so as to free the space to allow other boaters to moor.
