Surreal Canal & River Trust

I wonder if I'm the only one that finds the situation regarding the Canal & River Trust (CaRT) somewhat surreal, asks Ralph Freeman.

We have announcements regarding the appointment of people to positions on a Trust that, at this point in time, doesn't exist (and may never exist?)

Financially viable

As I understand it, it is a condition of the Trust taking over from British Waterways, that the Trust should be financially viable. However, as yet I have not seen a single reference to its financial health or otherwise!

John Dodwell seems to be the spokesman for the Trust via narrowboatworld, so I wonder if he could provide three simple estimated figures for the first year of the Trust starting April 2012.

Estimated Income
Estimated Overheads
Estimated money available for maintenance

Maintain its condition

Or to make it even simpler, what amount of money does the Trust deem it necessary to spend on maintaining the canal system on an annual basis to maintain it in a condition which is sustainable and 'fit for purpose'?

Am I correct in assuming if this figure cannot be guaranteed then the Trust will not be deemed viable and will not gain the approval of the Charities Commission?
