Inspect all culverts under canals on a regular basis.
I hope they aren't trying to 'blind us with science'.
If they are then that is even more ridiculous if they get the science wrong!
It's a shame since I generally support CRT and sympathise with their struggles with the many issues, ie. funding, licence non payment and so called live-a-boards turning parts of the system into residential streets!
