Further to Gareth Haines' Let the rats do the racing, it's not the speed per se of passing boats, it's the water displacement that's the problem.

If a boat passes slowly, the water that is taken from below your hull is slow and the movement is gentle. If however a boat races past, the water displacement can be quick and violent, no matter how well you're tied up.

I too have had boats tear past me that are displaying the 'Slow to tick over' stickers. Sometimes I feel like setting my tick over speed to 3000 revs.
