Held up by bureaucracy

I THINK your readers may have missed the object of the move by Canal & River Trust to install duck lanes on the towpaths, writes Jimmy Lockwood.

I guess the idea originated in the CaRT PR Department in late March and was intended to be an April fools joke. A good idea to bring some humour to the fairly dull CaRT organisation!

Need to be meetings

However, procedure states that there need to be meetings to discuss all plans—the heritage team input would be essential—and follow the approval process.

Then further communication sessions would be required as every department would need to be consulted!

Of course, as ever, some key personnel were on leave leading to a further delay.

Contractor needed

A contractor was needed to install the signage—not a job for the bank team then—and volunteers could not work so close to the lock wall without scaffolding!

A lock closure notice would be needed—they take six weeks to arrange!

So, like everything else CaRT touches it wasn't delivered on time!

Why?

Because the PR department had a great idea ruined by the inflexibility of the CaRT structure!
