Out-of-control cyclists escalating

THE scourge of out-of-control cyclists is escalating day by day. The problem is across all cyclists but clearly the emergence of time trials along the system gives major cause for alarm, write Kevin McNiff.

I wrote to CaRT voicing my concerns stating that under the Health & Safety Act, it could find itself liable for injuries (and fatalities) attributed to any towpath user. Boaters must have insurance which includes third party liability; its just simply wrong that cyclists do not!

Enforce compulsory insurance

Golfers are now encouraged to take out insurance (one received £375,000 for an eye injury caused by a golf ball) so the law should be changed to enforce compulsory third party insurance for cyclists in any public place, or such designated as allowed.

I did receive a reply from Richard Parry in which he announced a new towpath users guide: <CLICK>.  I am surprised that narrowboatworld has yet to publish this newsworthy policy!

Witness time trials

I have responded to Richard suggesting that the supporting groups mentioned send out senior representatives to witness the time trial sites just updated on narrowboatworld, along with a suggestion to consider those sections of the Transport Act in support of taking action.
