I really cannot see the problem. Watermate Keys and vandal keys have always been readily available from chandlers, local shops, waterway offices and adjacent businesses. I cannot recall ever having been asked if I am entitled to one.

Even at some of the most sensitive places for vandalism there has never been a restriction.

The local idiots who cause problems will never buy an item to assist their antisocial behaviour, and forward planning and forethought are not qualities associated with these mindless individuals. If the application of a lock prevents the casual child from being able to ‘play' on the vulnerable structure, then it's ‘job-done' in my opinion.
