Has Elf and Safety gone mad again?

If I am driving my car and I ignore a sign telling me not to do something 'I' am the one prosecuted not the DfT who posted the sign, or am I missing something?

Surely the next angler who blasts himself on the nearest overhead wires will have a cast iron case to sue CART for not putting a physical barrier in place rather than a sign.
