JUST received CaRT's proposals for amendment of Licence Conditions, writes Brian Walklet.

For a supposed'"leisure activity' these must be the most forbidding set of rules ever drafted!

Will reduce number of boats

They must be intended to reduce the number of boats, because they will surely have that effect.  So now we know what CaRT's true purpose is!
