What does the licence say?

IN MANY ways I agree with Peter Foster, apart from one very important point, which is—what, precisely, does the licence say? Writes Martin Brooks.

This is the crux of the whole argument.

If CaRT would specify, in black and white exactly what is required then yes, people should abide by it.

Anti boat pro cycling stance

I pay a princely sum for my home mooring, because, due to CaRT's anti boat pro cycling stance, I no longer find the canal system to be a pleasant, peaceful or relaxing place to be. Therefore I pay one fee to be allowed to use the canals, and then another hefty fee to be allowed to not use it!

How perverse, this must be the only situation where it costs more to not use something than it does to use it!
