Why not in winter works?

AN OFFSIDE balance beam on Dudswell Lock (47) has been in poor condition for a while.

It has now collapsed completely, thus closing the Grand Union Canal, with Keith Gudgin asking why was it not included in the winter works.

Little doubt it would hold

For there is little doubt that it would not even hold until the boating started in earnest for the year.

That proved to be the case with it failing on Monday, and the trust relating it will have mote information when it knows more.
