Beams slowing cyclists?

These vandalised beams, were they slowing cyclists perhaps!
I nearly got hit twice last night by the same cyclist.
Once on the public footpath behind Tring Ford Reservoir and ten minutes later on the Wendover Arm towpath.
I shouted at him the first time to slow down, and grabbed him the second delivering a stern warning about the dangers of speed along narrow routes with many blind bends and family groups.
He seemed a reasonable fellow who hadn't given it much thought. I hope he was listening and takes his bike somewhere else.
