Why should we be inconvenienced by thoughtless and selfish people? It's a similar argument to slowing down traffic so that thoughtless people who don't look where they are going don't get injured (or as much).
And paying the local council to pick up litter. In a utopian society none of this would be necessary but the inconvenience seems to be heavily biased against the common sense law-abiding citizen.
