GLOUCESTER Docks are dredged by a water injection dredger named Thames Silt, in answer to your article.

It spends quite a few weeks dredging Gloucester Docks, the Severn, Gloucester & Sharpness Canal, Sharpness Docks and Sharpness Lock.

This is a  tidal basin and outside in the  Severn between the piers.

The bridges at Gloucester are manned by one bridge keeper during winter mouths as this is the 'quiet period' (no tourist boaters).

This is because the Severn is nearly always in flood and it is not safe to navigate.
