Why are reservoirs CaRT's responsibility?

WITH many of the over-silted reservoirs failing to supply the amount of water required to feed the canals whose responsibility should they be?

Does anyone know why reservoirs are the responsibility of CaRT? Asks Peter Hilton.

Local water authority

Surely they should be under local water authority governance.

I realise these authorities are already in trouble with the amount of sewage they are allowing into our water system but I would have thought C&RT are way too amateurish to be given this responsibility.
