Who pays?

FOR the past three months there has been a trailer dumped in the Caldon Canal at Milton.

It was the  British Training Council For Volunteers that organised the volunteer work cleaning up the canal, but it is spoilt by the trailer sticking out of the water, Alan Tilbury relates.

One of the volunteers wants to know how long it will remain, and though there is space for boats to negotiate past it, wonders if it is because no one is taking responsibility, asking:

"I am sure that with all the canal boats going past, this has already been reported, so why is it taking so long to remove this eyesore from the canal? I wonder if this is a case of British Waterways and Stoke-on-Trent City Council deciding who should foot the bill."
