You must carry a poo bag

SHOULD you be cruising the Grand Union near Daventry, and take your dog for a walk without a poo bag it will cost you £100—no matter if it fouls or not!

This draconian rule has been brought it by Daventry District Council, with its officers given the powers to report 'offenders' resulting in a court appearance and a fine of £100, Keith Gudgin tells us.

The two council enforcement officers appointed will obviously have no powers of stop and search, but under the new Public Space Protection Order it will be an offence to not produce a bag when asked.

As to people carrying a small shovel to move 'it' out of the way where it decomposes naturally, nothing is known. However, it is understood there is doubt as to the legality of such an order, that has yet to be tested by a Court of Appeal.

It would seem the council has overlooked the fact that carrying a poo bag is no certainty that it will be used....
