Soon feel the force of the law

Phillip Howden’s biggest problem, should he ‘forget to renew his boat licence’ is that he will have a land address at which he would be hounded.

I suspect that most ‘forgetters’ (evaders) have no fixed abode, and probably do not have any current contact details.

Were they to try the same trick on land, with a motorhome, say, they would soon feel the force of the law, unless of course they are able to revert to any minority/ethnic connections.
