Why are they allowed to stay?

Atherstone2TIME and time again we either see or are told of continuously moored boats that are allowed to take up good moorings for months on end—that leaves many to believe that enforcement by CaRT has now stopped.

AtherstoneTelling us that the approach to Atherstone Locks is dominated by the decaying remains of the last felt hat works in the town that closed some 20 years ago and is awaiting re-development into canalside flats, Roger Fox draws our attention to the pictured boats:

The scene is also dominated on the canal by four continuously moored boats which have obviously been there for a very long time. Even a casual glance at their mooring ropes shows that they have not been tied recently.

Roger asks why has CaRT done nothing to free up these much-in-demand moorings for travelling boats?
