There is a simple solution to deterring cycling at high speed on canal and river towing paths.

The installation of speed bumps would I am sure encourage potential speedsters to go at a reasonable speed as they would otherwise have a rough ride and damage their machines which are expensive and light-weight and more susceptible to being bent.

Of course there would be similar arguments against speed bumps as we have on roads but, other than imposing a towing path speed limit which is rigorously enforced (an unlikely proposition), this seems to be a fair compromise.

The big question is how do we influence the 'powers that be'?
