Email: Is K&A closure legal?

Presumably CaRT need a legally valid reason to close a navigation? Any closure should also be no longer than necessary.

Although CaRT is responsible for the operation and safety of the waterways, it must still act within the law.

In my opinion, closing the waterway without notice for any significant time for the reason quoted cannot be legal. Unfortunately I have no legal interest in the waterways, but still like to keep an eye on what's going on.
